Superintendent's News

Superintendent Loftus opened her remarks by thanking trustees, staff, and community members for their participation in the evening’s meeting, acknowledging that discussions related to fiscal challenges and staffing adjustments are difficult but necessary. She emphasized that addressing the district’s structural deficit and aligning staffing levels with enrollment is essential to maintaining effective and efficient operations, while recognizing the personal impact these decisions have within a people-centered profession.

The Superintendent also highlighted several upcoming events and recognitions across the district:
  • Black History Celebration: Families and community members are invited to attend the Black History Month Block Party on Saturday 2/28 from 12:00–4:00 p.m. at the Paso Robles High School Quad. The event will feature music, dancing, local food vendors, and a family-friendly Kids’ Corner.
  • National FFA Week: The Superintendent recognized FFA advisors for their leadership and contributions to student success, noting ongoing service initiatives such as the canned food drive, Earthshine cleanup efforts, the CHP toy drive partnership, and the upcoming Ag Day event at Glen Speck Elementary in April.
  • Read Across America Day: Community members interested in supporting literacy efforts are encouraged to volunteer at school sites as part of Read Across America Day activities next week.

School Spotlight: Marie Bauer Early Education Center

The Board received a program update on the Marie Bauer Early Education Center from Program Director Heather Wahlberg highlighting the district’s expanding early childhood education efforts.

Highlights included:
  • Recognition through the CalECSE Spotlight on Excellence Award
  • Invitations to present program practices at professional conferences
  • Expanded family engagement through virtual and recorded parent education sessions
  • Community-building events such as the annual Power of Play family night
  • Growth of literacy initiatives including Raising a Reader and Community Reader programs
  • Expanded collaboration with the County Office of Education to increase preschool access
The presentation reinforced the program’s vision that all children, regardless of ability, have access to high-quality early childhood education that fosters belonging for students and families.

PRHS Student Report

Leadership student Yahaira Vilchis-Gonzalez shared numerous highlights from Paso Robles High School, including:
  • Continued growth and hands-on learning within Career Technical Education pathways such as Animal Science and Floral Design
  • Student journalism achievements through the February issue of the Crimson newsmagazine
  • Student recognition through FFA proficiency awards and public speaking competitions
  • Several visual and performing arts accomplishments including choir festival participation, Milo Wilson's participation in State Honor Choir, the upcoming Advanced Dance Show, the upcoming art exhibit at Studios on the Park, the recent production of Seussical, ongoing rehearsals for High School Musical (opening in April), and musician participation in County Honor Band and County Honor Jazz Band.
  • Athletic achievements with multiple winter sports advancing to CIF playoffs
  • SkillsUSA success, with 84 students advancing to state competition

The Board approved certificated personnel actions as part of the consent agenda. This included the appointment of Michael Susank as Principal of Paso Robles High School. Congratulations, Principal Susank!
 

Budget Reductions & Reductions in Force

The Board received an update on the district’s fiscal stabilization efforts as staff work to address declining enrollment, the expiration of one-time pandemic funding, and a structural deficit.

Superintendent Loftus acknowledged that staffing reductions are among the most difficult decisions facing the organization, noting that many positions expanded during and after the pandemic were supported by temporary pandemic funding sources that are no longer available.

Staff noted that prior to the pandemic, elementary sites did not have counselors. Counseling services were added following the pandemic using one-time pandemic funding.

Staff explained that the district provides elementary schools site-level funding intended to support supplemental staffing based on each site’s unique needs. While the one-time pandemic funds that supported the creation of elementary counseling positions are no longer available, school sites may choose to prioritize counseling services within their school plans using these discretionary site allocations.

In addition, staff noted that staffing reductions are occurring across multiple areas of the district and affect positions within classified, certificated, and management employee groups as part of broader fiscal stabilization efforts.

Staff clarified that negotiated salary increases have not been incorporated into the current plan, with each 1% salary adjustment estimated to increase district costs by approximately $780,000.

Counseling Reductions
As part of the reduction planning process, principals were asked to evaluate which positions most directly support safe school operations. Based on prior reductions, strategic priorities, and feedback from school communities, site leaders identified assistant principals and Student Engagement Specialists as critical partners in maintaining campus safety. Staff reported that sustaining both expanded counseling staffing and these site safety leadership roles was not financially feasible.

As previously mentioned, school sites may choose to fund counseling services through site allocations or share counselors across campuses, with decisions made through School Site Council processes.

Behavior paraeducator reductions
Behavior paraeducator positions were also expanded using one-time pandemic funding. Staff emphasized that these employees are skilled and valued members of the district workforce and that alternative roles within the district may be available for affected employees. Several behavior paraeducator positions remained vacant throughout the year, creating staffing challenges that informed reduction planning and broader prioritization of student supports.
Ongoing Student Supports
Staff emphasized that reductions do not eliminate social-emotional supports for students. Continued supports include:
  • Wellness rooms at all school sites, with staffing at secondary campuses
  • Full-time school psychologists at each elementary school
  • Classroom-based social-emotional learning delivered through district-approved curriculum
Next Steps
The presentation was informational and will return to the Board March 10, following continued labor consultation and staff engagement. District leadership will bring final recommendations with any possible revisions identified to the next board meeting for action. 

District leadership reiterated that while these decisions are challenging, the goal is to protect essential student services, maintain safe learning environments, and ensure the district’s financial stability moving forward.
 

Title IX Discussion

The Board engaged in a discussion regarding Title IX–related requirements and state law governing student participation in athletics, access to facilities, and gender equity provisions in California public schools.

Purpose of the Discussion
Staff emphasized that the presentation was informational and intended to support trustee dialogue regarding legal requirements and district obligations under Title IX and related state statutes. No formal action was taken.

Installation of Privacy Stalls
Staff shared images (selected images below) of privacy stalls to be installed in the girls' locker room. The work is scheduled to be completed in two phases, with the first occurring over spring break, and the second over the summer of 2026.

Community Generosity

The Board approved acceptance of community donations supporting district programs and events, including:
  • $5,000 from the California FFA Foundation supporting PRHS FFA
  • $100 from Christian Life Center supporting Family Game Night at Glen Speck Elementary
  • Donations from the Toy Bank of Greater Paso Robles supporting Virginia Peterson Elementary

Total value of donations accepted: $5,100
